Quality Engineering Solutions, Inc. (QES) is seeking a Construction Inspector to support and monitor the construction of a municipal water treatment plant. In addition to technical inspection, this role is vital in ensuring quality assurance, documentation, and coordination to support the Owner’s interests and ensure project success in compliance with Commonwealth of Pennsylvania regulations.

Position Summary:
Under the general supervision of the Construction Manager or Resident Engineer, the Construction Inspector provides on-site inspection services for the construction of a municipal water treatment plant. The Inspector is responsible for monitoring construction activities to ensure compliance with the contract documents, approved plans and specifications, applicable Commonwealth of Pennsylvania regulations, and accepted standards of workmanship. The position supports the Owner’s interests by assisting with quality assurance, documentation, and coordination throughout construction.

Essential Duties and Responsibilities
Inspection and Compliance:
• Observe and document construction activities related to water treatment plant facilities, including site work, concrete structures, process piping, mechanical systems, electrical systems, instrumentation, and appurtenances.
• Verify that work is performed in accordance with approved contract drawings, technical specifications, addenda, change orders, and approved submittals.
• Monitor materials, equipment, and workmanship for conformance with contract requirements and applicable standards.
• Observe required testing and inspections and document results as directed by the Engineer or Construction Manager.
• Identify and document non-conforming work and notify appropriate project representatives for corrective action.

Documentation and Recordkeeping:
• Prepare daily inspection reports describing work activities, quantities installed, weather conditions, workforce, and equipment.
• Maintain organized project records including inspection logs, photographs, test results, and correspondence.
• Assist with verification of quantities for contractor payment applications.
• Support preparation of punch lists, substantial completion documentation, and project closeout records.

Coordination and Communication:
• Coordinate inspection activities with the Construction Manager, Engineer, Owner’s representatives, and Contractor.
• Assist in responding to Requests for Information (RFIs) and field clarifications as directed.
• Participate in progress meetings, site walks, and coordination meetings when required.

Safety and Environmental Oversight:
• Observe construction activities for general compliance with project safety requirements and notify the Construction Manager of unsafe conditions.
• Monitor erosion and sedimentation controls and other environmental protection measures required by permits and approvals.
• Document observed environmental or safety concerns in inspection reports.

Minimum Qualifications:
• High school diploma or GED required; post-secondary education in engineering, construction management, or a related field preferred.
• Minimum 5 years of construction inspection experience on public infrastructure projects; water or wastewater treatment plant experience preferred.
• Working knowledge of construction plans, specifications, and inspection practices.
• Ability to read and interpret contract documents and construction drawings.
• Strong written communication skills for preparation of inspection reports and documentation.

Preferred Qualifications and Certifications:
• Experience with Pennsylvania municipal or authority-owned water or wastewater projects.
• Familiarity with PA DEP-regulated water treatment facilities.
• OSHA 10-Hour or 30-Hour Construction Safety certification.

Physical Requirements and Work Environment:
Work is primarily performed at active construction sites. The position requires the ability to traverse uneven terrain, climb ladders, work outdoors in varying weather conditions.

Employment Status:
This position may be full-time or part-time depending on project needs and funding. Employment is contingent upon successful completion of background checks and any Owner-required clearances applicable to municipal projects.
